After falling into a coma following his brutal encounter with Red Hulk in New America, Steve Rogers not only finds himself in literal Hell alongside an unmasked Doctor Doom, but he also discovers he’s noticeably stronger than his usual self, and even more powerful than everyone else in Mephisto’s realm. The demon prophet Torvoz believes Steve Rogers is a messiah, and Steve proves he’s worthy of the title by snapping unbreakable chains forged by the original fires of Hell and overpowering enormous demonic entities with the power of divine light.

Time and again, Steve Rogers has placed his principles ahead of personal safety and political convenience ever since he first swore to hold up the ideals that make him Captain America. Steve opposed government overreach during Civil War, which led him to be persecuted by the government and his fellow heroes before being assassinated.
