While it’s common for a shōnen protagonist to be the most powerful character in their universe, in the case of Naruto, the ninja world has changed dramatically, which has tipped the scales against the beloved seventh Hokage. By the final arc of Naruto and later in its sequel, Boruto, the level of the enemies has continued to evolve beyond typical ninjas, reaching otherworldly powers.

Although many fans expected his son Boruto Uzumaki to be next in line to surpass Naruto, other characters have overtaken him. With the introduction of the powerful Otsutsuki bloodline, genetically modified humans with overpowered abilities, and the threat of the Divine Tree in Boruto: Two Blue Vortex, not even Naruto’s ultimate form, Baryon Mode, is enough for him to win.

Hagoromo Otsutsuki

Hagoromo Otsutsuki is the son of Kaguya Otsutsuki, who created the ninjutsu and came to be known as the father of the ninja world with the title of the “Sage of the Six Paths.” After becoming the jinchuriki of the Ten-Tails, Hagoromo acquired divine powers, being able to summon the souls of all the previous hokage.

Another incredible feat of Hagoromo’s is that he was the first person to awaken the Rinnegan, being able to remain as a consciousness, transcending time itself and appearing again without a physical body. However, while many fans think that Hagoromo managed to surpass Kaguya’s level after sealing her, that doesn’t seem to be the case.

When asked about Kaguya’s strength, Hagoromo described his mother as stronger than anyone else. Although he wasn’t shown in combat, and it’s unknown what sort of entity he became, it’s a fact that Naruto was able to win thanks to Hagoromo’s help, and his Six Paths Sage Mode comes directly from him.

Kaguya Otsutsuki

There’s not much nedeed to explain why Kaguya is stronger than Naruto, since she was the creator of chakra on Earth. Facing her was a formidable challenge for Team 7, as they were no match for her and had to seal her away due to her near invincibility. Kaguya not only possesses regeneration but also several dojutsu and an unimaginable chakra reserve.

Kaguya Otsutsuki was the final villain in Naruto and the greatest threat to the world during the Fourth Great Ninja War. Her ability to use the Infinite Tsukuyomi, the All-Killing Ash Bones (a brutal one-hit technique that reduces anything to dust), and traveling through dimensions makes Kaguya a bottomless monster.

To seal Kaguya with her full power, Hagoromo needed to join forces with Hamura. Even though Hagoromo would later become the first jinchuriki of the Ten-Tails, he was still no match for his mother. Unfortunately, Kaguya lacked tactical intelligence, so she could be easily outsmarted in combat. These signals that if she faced Isshiki directly, she might not emerge victorious.

Isshiki Otsutsuki

Although Kaguya is known to have betrayed Isshiki, this doesn’t mean she’s more powerful than him. Kaguya was the strongest villain in the main Naruto storyline, but Isshiki is a superior fighter, possessing greater brute strength, speed, and a higher battle IQ. With Jigen as his vessel, Isshiki couldn’t fight at full strength and, moreover, had a limited time.

Isshiki fought against the more experienced Naruto and Sasuke and dominated the battle. He destroyed Susanoo with just a kick, while Kaguya required several attacks, even forcing Naruto to deactivate his Six Paths Sage Mode with a single punch. Isshiki also had the advantage of his dojutsu, the Kokugan, as he could shrink to dodge Kaguya’s attacks.

Furthermore, although they appeared more evenly matched in the Boruto anime, even using Baryon Mode, Naruto couldn’t truly damage Isshiki. Naruto only managed to shorten his time, and even then, he fell first in their battle of attrition. With his full power and without the limitations of his body, Isshiki would easily defeat Naruto.

Jura

The Divine Trees are currently the most powerful villains in Boruto: Two Blue Vortex, and Jura stands out above the rest as the Ten-Tails’ incarnation. Even Kashin Koji fears him, describing him as the worst enemy in all possible futures, who always defeats Boruto and Kawaki. It’s said that if Jura gets serious, it will be the end for the ninja.

The mythology of the Tailed Beasts and their Jinchuriki is central to the Naruto story, but you don’t need a catchy song to remember them all.

Jura is an evolved form of the Ten-Tails, far more powerful than the one seen in Naruto. Not only does its self-awareness make it more dangerous, but it also demonstrates Otsutsuki-level abilities, exhibiting skills comparable to Isshiki’s with the added benefit of being able to use Wood Release and even instantly produce a Tailed Beast Ball.

Although Jura has yet to demonstrate his full power, he has fought against strong characters with relative ease. The only thing preventing him from one-shotting the Hidden Leaf Village and obtaining the Chakra Fruit is his thirst for knowledge. This narrative significance proves that Jura is a superior final boss than Isshiki and impossible for Naruto, who recently lost Kurama, to defeat alone.

Shibai Otsutsuki

Shibai Otsutsuki altered the power structure of Naruto‘s franchise. While the Otsutsuki clan was considered strong up to that point, Shibai was in a league of his own. After consuming too many chakra fruits, Shibai underwent a massive evolution, with his physical body becoming too small for him, so he left it behind and ascended to a godlike state.

Shibai became the foundation of shinjutsu, and his cells, transferred by Amado, bestowed exceptionally powerful abilities upon the characters Daemon, Eida, Code, and Kashin Koji. Given that these abilities, such as reality rewriting, clairvoyance, and reflection, are only a small fraction of his divine powers, it is terrifying to contemplate the full extent of Shibai’s strength.

Although little is known about him so far, Shibai possesses the Rinnegan, the Byakugan, and an unknown dojutsu in his left eye. Even though Shibai is no longer mortal and exists in another dimension, he far surpasses any other character in the Naruto universe so far. Shibai is currently Boruto‘s strongest character, proving Naruto will stand no chance against him.
